(1) Vendor needs to provide comprehensive substitute services to the government authority located in Topeka, KS.– Provide substitute employees throughout the school district as requested– Provide licensed certified teachers for the teaching positions or emergency substitute teachers– Complete full background screening on all substitute employees who may be working in a building.– Provide verification of the background screenings– Full–service management and oversight of the Substitute Services Program– Assign consistent support personnel to work with the district to develop and/or manage the system, provide training and ongoing support.– Conduct all recruiting and hiring activities.– A full orientation process for all substitutes.– Ensure the teaching substitute holds a current license and certification and is qualified for the position they will be assigned.– Place substitute personnel utilizing an automated substitute management system.– Provide total access to the automated substitute Teacher staffing system with the capacity to link to District payroll services for auditing and authorization purposes.– The automated staffing system must track absences by type and program. The system must also track the cost–fund code for the substitutes.– Substitute employees are employees of the staffing firm and not employees(2) A pre–proposal Conference will be held on April 2, 2024.(3) All question must be submitted no later than April 3, 2024.(4) Contract term will be one years.
