(1) Vendor needs to provide docket management system for Enhanced real-time access and easy-to-use services will increase transparency to all parties and the public.
• eStar Docket Management System - eStar stores and manages information related to Commission dockets including filings, testimony, and procedural schedules. eStar provides a basic document indexing capability with rudimentary calendaring.
- The present system of routing is inefficient and management reporting is limited. Nonconfidential documents are imported from an e-Filing application or scanned in as text-searchable PDF that are then accessible to the public from the docket filings web page.
• eStar Contacts and Entities - Maintains contact and business information, including companies, law firms, customer service, newspapers, radio, etc. Assessments, Invoicing, Accounts Receivable, Mailing Lists, Service Lists, and more use the contacts and addresses stored in eStar.
- If data is updated, all interfacing applications remain current. The application maintains an audit trail of all changes including a searchable company history that tracks name changes, mergers, and acquisitions. There is a basic relationship between a company, its company IDs, services, addresses, and contacts.
• eStar Mailing Lists and Service Lists - Maintains general contact lists for mail, email, and faxes, as well as maintenance of docket service lists and certificates of service. Functions include automatic updates, automatic notifications, search and replace, query, reporting, multi-level security for modifications, viewing, and web publication.
- Parties can agree to have documents served electronically to the service list via email. This process is automated for approved orders. Service lists for active dockets are accessible via the website under the Docket Filings docket search results list.
• e-Filing - e-Filing Express is the current Electronic Filing System (EFS) that permits utilities, consumers, and attorneys to file documents electronically without the need to file paper copies.
- The EFS is intended to streamline the filing of documents and to facilitate a more user-friendly approach when conducting business.
• Complaint System - A ratepayer complaint tracking system to address informal complaints and resolve utility disputes. Some informal complaints become formal complaints and result in the creation of a docket.
• Accounts Receivable - The Commission's invoicing, payments, collections, and deposits system that includes penalty and fines, assessments, civil assessments, and invoice pos.
- Assessment Interface - System that supports quarterly and reimbursable assessments that are calculated off the gross revenue of utility annual reports.
(2) All the questions must be submitted no later than March 10, 2023
(3) The contract period will be for five years.
