(1) Vendor needs to provide property and evidence management system to purchases of software, hardware, and accessories for the management.
• Track chain of custody form initial collection to final disposition.
• Track or use bar codes on evidentiary items, photos, or video documentation.
• Inventory location reports.
• Inventory location reports showing:
â–ª Items missing from specified locations
â–ª Items in specified location that do not belong there
â–ª Item stored correctly
• Can perform chain of custody movements on multiple items for multiple cases.
• Saves, track and report on edits made to chain of custody or item descriptions.
• Track items in in multiple locations throughout the state.
• Is a zero-install browser-based application for most users with access to you're on-premise network. Specialized hardware peripherals are installed on evidence personnel computers (7 to 12 but not limited to) only.
• Must allow security to be adjusted at multiple levels to restrict access to case number, case
type, and individual file.
• Must provide an audit trail log file that cannot be altered that includes tracking
• The KHP prefers the system have the ability to create a random selection of evidence assets
for auditing purposes.
• System must provide the capability to use a PIN or other security measure for transfers in chain
of custody.
• System must provide notification to KHP as soon as possible but no longer than 24 hours after
a security breach has been discovered, whether actual or attempted.
• The system provides Single Sign-On (SSO) capabilities.
• A Recovery Time Objective (RTO) that is less than or equal to one hour.
• A Recovery Point Objective (RPO) that is less than or equal to 15 minutes.
• System must provide the ability to acquire raw data through an export to XLS or CSV file at any time.
• System must provide the ability to add and change fields as requirements change.
• System must be compliant with current Kansas Revised Statutes and follow evidence rules and best practices.
• Software must be CJIS compliant.
• System shall provide a variety of canned and ad hoc reports including but not limited to access, audit, chain of custody, movement of evidence assets, etc.
• Server Database.
• 8 Customizable crystal reports; to include: property, chain of custody, transfer receipt, random audit, disposal review, and disposal report.
• WebView Server.
a. To Include: Eight (8) tailored dashboard widgets as determined by KHP
• Active Directory Integration.
• Box, retention, signature capture, inventory, eDocs and imaging, automated disposal notification and workflow modules.
a. To Include: Four Notifications and database triggers as determined
• Concurrent Client Seat Licenses (estimated 10 to 15 Officers)
•Unlimited applicable vendor Desktop and WebView Seat Licenses
• The software system shall be customizable and configured to meet the KHP's specific needs.
(2) All the questions must be submitted no later than March 09, 2023
(3) The contract period will be for five years.
