[B] Scope of Service:
 Vendor needs to provide professional development workforce registry.
- Unified and accessible platform to register for training opportunities, pay for them, and keep records
- Clear understanding of how professional training opportunities contribute to career pathway advancement.
- Able to view my individualized career pathway, including current trajectory and what I need to do to advance.
- Able to view outstanding action items so that can stay up to date on licensing and reporting requirements.
- Able to access the verified employment history of current and future employees within the registry so that can understand their previous experience and complete reference checks when necessary.
- Able to apply for program to participate in the quality rating improvement system (QRIS).
- Application has been accepted, need the ability to create a profile for program that pulls information in from Work Life Systems.
- Ability to schedule technical assistance or coaching for staff.
- Learning Management - Support training, technical assistance, and growth of early childhood educators and providers. The system will need to integrate with the professional development and quality recognition improvement system, as well as supporting linkages for exterior professional learning platforms and education partners. The Registry should have the capability to support virtual communities of practice and asynchronous professional learning opportunities.
- Professional Development - Serve as the home for the career pathway and various human resource functionalities impacting the workforce in Kansas, such as compliance of providers, personnel record-keeping management, and supporting the professional growth of the educators, providers and other users of the registry. The registry should have the capability to link with external systems as well, such as licensing.
- Quality recognition and improvement system - Allow programs to participate in the state-wide quality recognition and improvement system (QRIS), known as Links to Quality, which improves quality by developing portfolios related to foundational links.
- Business Intelligence and Reporting - Enable near real-time reporting and transmission of data into the state’s data warehouse. Self-service business intelligence and analytics with reporting capabilities is required for state and federal compliance. Additional requirements are set forth in the attached Technical Requirements
- data conversion and migration responsibilities include, but are not limited to, developing a data conversion and migration plan, examining the data from existing sources to identify data challenges early in the project for the data conversion or migration effort, compiling a list of defined rules to be built to address challenges, and leading the actual data conversion and migration activities.
- Registry users shall have access to a technical help desk that provides answers to registry questions and addresses issues that arise.
