[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide court reporting services for the office of attorney general including agency hearings, depositions and recorded interviews occurring within the state in matters.
1. real time viewing of testimony by multiple users;
2. digital voice recording;
3. transcript availability in digital format, with digital voice recording;
4. exhibits scanned and recorded in digital format;
5. digital format includes on CD or DVD if requested by OAG;
6. glossary of terms used in transcript;
7. transcript printing in condensed format;
8. meeting room facilities in the event OAG facilities are not available;
9. video deposition service.
a. Depositions: Can be frequent and include lay witnesses and expert witnesses.
b. Investigative interviews, proffers, inquisition proceedings and/or sworn statements: Not as frequent as depositions and generally shorter than depositions, but the same general format as depositions.
c. Other administrative proceedings: There could be administrative proceedings where the state agency may not provide the necessary court reporting services. These would be infrequent. In those cases contractor billings would go directly to the agency involved even though the OAG arranges for the contractor to provide the services.
d. Transcription of audio and/or video recordings.
e. The OAG will provide the contractor with reasonable verbal or written notice of each requested appearance. The contractor may verify the time and place for each appearance by contacting the staff member who provided the notice. Reasonable notice depends on the circumstances of the appearance, including the amount of notice the OAG and its staff are given, and usually means at least two (2) days, but may be less than one (1) day in emergencies. In most instances appearances are scheduled weeks in advance and the contractor will be notified when the appearance date is certain. There can be instances where appearances need to be cancelled or rescheduled on short notice. Each division in the OAG using services will designate the person or persons with whom communication can be made regarding that division’s use of services. f. Transcripts requested by the OAG become the property of the OAG. Any transcript in the OAG’s possession may be duplicated and used by all members and staff of the OAG. Additionally, a transcript that is part of an agency hearing record must be copied and transmitted to the District Court when an agency order is appealed under the Kansas Judicial Review Act.
