(1) Vendor needs to provide vision zero action plan service to the government authority located in Kansas. – Creating a vision zero action plan that centers investments in mobility to support larger countywide goals such as equity, sustainability and economic development.– Data collection:– Obtain available crash data, demographic, and other relevant information.– Crash data should be for the last 10 years.– Demographic information should be from the most recent census.– Evaluate and analyze data for each city:– Perform safety evaluation of the mobility network.– Overlay data layers to illustrate the high injury network and the impacts of compounding safety issues, including but not limited to: fatality data, heat island effect, justice40, air quality, stormwater and overland flow, street lighting, vacant land, etc.– Develop an evaluation criterion based on data and identified community values in order to prioritize projects.– Develop a crash data dashboard to locate traffic crashes and to indicate the seriousness of injuries to motorists, cyclists, pedestrians, and other road users.– Stakeholder Engagement:– Communicate with a variety of audiences during the public outreach process, including, but not limited to, residents, interest groups, non–profit groups, senior citizens, neighbourhood groups and other stakeholders.– Engage stakeholders with local knowledge to identify creative safety solutions.– Present results of crash data and road network and safety analyses– Evaluate existing policies, codes, plans and ordinances– Review laws, speed limits and enforcement– Overlay census data and other relevant data onto High Injury Network and provide equity analysis(2) A pre–proposal conference will be held on July 17, 2024.(3) All questions must be submitted no later than July 24, 2024.
