(1) Vendor needs to provide docket management system.- Stores and manages information related to commission dockets including filings, testimony and procedural schedules.- Provides a basic document indexing capability with rudimentary calendaring. The present system of routing is inefficient and management reporting is limited.- Nonconfidential documents are imported from an e-Filing application or scanned in as text-searchable PDF that are then accessible to the public from the KCC docket filings web page.- The solution shall enable the creation and updating of KCC contacts and business entity information while maintaining an audit trail of all changes to the contact or entity history including name changes, address changes, mergers, acquisitions, bankruptcy information, services provided and dates, etc. This also includes documenting the relationship between contacts and entities.- The solution shall enable KCC staff to create and maintain mailing lists with up-to- date address and contact information for parties working with the KCC.- The solution shall allow customers to pay select invoices and other amounts due related to dockets (e.g., fines, penalties, assessments, and fees) through electronic payment.- The solution shall provide an interface to the current complaint system to enable functionality in that system using applicable docket numbers and contact and entity information- The proposed solution must enable manual docket creation and automated docket creation, including for batch processing of some externally created orders. However, dockets are not required for all data and documents in the solution (e.g., some internally created reports).(2) A pre-bid conference will be held on September 07, 2023.(3) All question must be submitted no later than September 14, 2023.(4) A contract period will be for six years.
