Vendor needs to provide municipal advisory services to the government authority located in Gardner, KS.
1. Serve as Gardner's Municipal bond market expert, including tax-exempt and taxable markets, fixed-rate and variable rate markets, and provide on-going analysis of current and upcoming trends and events in these areas.
2. With respect to bond financings, assist in sizing and structuring of the sale done on a competitive or negotiated basis, establish syndicate policies and closing procedures, and prepare any other materials required to facilitate the sale and increase competition for the purchase of the debt obligations.
3. Assist in determining the appropriate level of government backing for financings, including general obligation, project-revenue financing, annual appropriation, Public Building Commission lease structure, and or private placement of the debt.
4. Assist in the preparation, presentation, and distribution of the Preliminary Official Statement (POS), Notice of Sale (NOS), Official Statement (OS) and any other documents required for the sale of any securities.
5. Assist in developing and presenting information to rating agencies, investors and other municipal market participants.
6. Assist in post-issuance compliance and continuing disclosure requirements.
7. Monitor outstanding debt portfolios and identify and evaluate opportunities to retire or refund outstanding bond indebtedness.
8. Work with bond counsel in advance of the publication or sale of any securities to ensure acceptance of the financing structure to deliver an unqualified tax opinion to the government.
