Government Authority located in Kansas; USA based organization looking for expert vendor for engineering permit software.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide comprehensive, fully integrated engineering permit software.
- Ability for applicants to submit, pay and track applications online, including mobile-friendly experience.
- Mobile use for inspectors in the field.
- Ability for program to manage multiple city contractors at the same time, including different unit prices and billings.
- User capabilities to add or modify unit prices, permittees, permit fees, etc.
- Biweekly city payments to the city’s contractor who performs the final repair of damages resulting from permittees’ work. This requires tracking of quantities and unit prices.
- Ability to manage several different types of permits, costs, and permit review processes.
- Billing ability to handle both internal (other city departments) and external billing (citizens and private contractors).
- Integration with GIS (Esri), Munis and Laserfiche.
- High reliability.
- Inspector assignment of permit based on location within the city.
- Addition of a GIS layer for internal and external personnel.
- Ability to draw on GIS map of actual repair locations and shape and to save as part of the GIS layer for that permit.
- Letter writing capabilities.
- Once permit request has been accepted, the software will assign the permit request to the street inspector per their area of the city. Currently the city is divided in thirds.
- Areas of city should be easily changed, if so desired by city staff.
- Permit request must be easily re-assigned in case of inspector absence
- The software package should have the capability of notifying the permittee by email and text message that the permit is ready for next status, approved, or in need of additional information.
- The proposed solution must be able to accept credit or debit card payments using web API and web service, hosted bill payments and IVR.
- The proposed solution must be able to establish recurring payments for credit cards, debit cards, and ACH.
- The proposed solution must provide an expanded choice of payment options for each city department to select payment processing options for types of credit cards accepted, payment channel (Web, IVR, OBO, etc.), web payment integration (API, pass-through, hosted, etc.) and convenience Fees (percentage-based or flat fee).
- The proposed solution must be able to authorize credit and debit card transactions real-time.
- The proposed solution must be able to provide payment data files (lockbox) that includes user defined data.
- The proposed solution must be able to transmit payments details to the bank.
- The proposed solution must be able to provide credit and debit card processing utilizing the city’s preferred gateway, processor, acquiring bank, and settling bank.
- The proposed system must offer exceptional customer service options through online service offerings and information, payment options, issue tracking, maintenance, etc.
(2) All questions had been submitted no later than June 1, 2022.
(3) A virtual pre-bid conference will be held on June 8, 2022.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
