[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide legal assistance service for low- and moderate-income residents to the government authority located in Kansas City, KS.
- Provide legal and mediation assistance to low- and moderate-income residents of county. This will require the provision of attorney and paralegal services on-location in county.
- For each legal firm selected, provide a housing intake coordinator, who will serve as a point of contact for county tenants’ issues, utilizing the county tenant’s rights and responsibilities toolkit1 and other resources, and referring residents to its own legal support assistance, and other housing resources as needed. The intake coordinator is required to provide triage and referral services for housing but may provide these services for other issues as well.
- The agency may operate its own office, or partner with one or more healthcare, human service, or similar organizations to provide on-location services at their premises.  - The following is a non-exhaustive list of civil legal support services which should be provided by the awarded agencies: landlord and tenant disputes, including evictions; healthcare and health insurance; immigration and naturalization; domestic violence. Agencies may provide additional support on other civil legal matters, based on observed and understood needs of residents.
- Establishing a legal assistance referral network with county safety net healthcare agencies (e.g., federally qualified health centers, other healthcare clinics), housing support agencies, and other social support agencies to identify residents in need of assistance; in coordination with existing referral networks already in place within county.
- Successful provision of legal and mediation support services to low- and moderate-income residents, as measured by number of clients served, by type of legal service provided.
- Number of requests received by housing intake coordinator, and number of referrals made by type of service.
(2) All questions must be submitted no later than April 11, 2022.
(3) Contract term will be one year.
