[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide professional engineering services to the government authority located in Topeka, KS.
1. Meet with City staff at critical stages throughout the development and implementation of the Compliance Plan
2. Assist the City in the development of a LSL Geographic Information Systems (GIS) dataset and associated work orders in Cityworks or other existing systems
3. Use existing material data and consultant expertise to predict the probability of lead presence in service lines
4. Provide a validation strategy and best practices to verify service line materials in the most costefficient manner
5. Provide data “clean up” support to meet inventory requirements and prediction capabilities
6. Assist with the development and maintenance of a LSL layer for the City’s GIS map, with service line data to be made available to the public on the City’s webpage
7. Develop and train City staff on a replacement and identification protocol if lead status unknown lines are found to be LSLs
8. Assist the City in physically verifying the material of water service lines
9. Develop a plan for “site closure” to verify that lead status unknown lines do not contain lead within the service line
10. Develop a strategy and framework to prioritize replacement of LSLs and best practices for implementation
11. Assist the City in submitting the LSL replacement plan to the State
12. Prepare cost estimates for LSL replacement project(s) to be included in the Capital Improvement Plan budget 13. Develop plans and bid package(s) for LSL replacement and assist with selection and management of LSL replacement project using contractors/plumbers
14. Evaluate the City’s current corrosion control program and make recommendations for any needed revisions to the program in order to maintain compliance with the revised rule
15. Provide any technical assistance, including modeling or bench scale testing and technicalmemos required by KDHE for any corrosion control study
16. Provide communication guidance, and campaign templates for public and internal communication including real time dashboards, exportable reports, etc.
17. Assist with public meetings and outreach efforts throughout the development and implementation of the Compliance Program
18. Review and recommend adjustments to tier sites within the Compliance Sampling Plan to be in compliance with the revised LCR
19. Assist the City in identifying schools and daycare facilities that need to be sampled
20. Assist in developing a system to track fixture level sampling and remediation data
21. Assist in developing a layer in the City’s GIS system and corresponding work orders in Cityworks to order, track and ship sampling kits, track customer issues, etc.
22. Identify funding sources to assist the Utilities Department with implementing the various requirements and/or programs of the revised Land and Copper Rule and assist the City in
applying for such funds through loan and/or grant applications, etc.
23. Identify funding sources to assist private property owners with replacement of their service lines
24. Coordinate with the EPA and/or State for interpreting requirements, review of data, etc.
