[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide electronic health care records system for use at State Hospitals and Substance Use Disorder (SUD) Providers
- Ability for super users to edit, configure or create assessment and reporting needs,
- Updates to the system are invisible to the end user until IT determines the features should be turned on within the configuration tools,
- User configured settings/design are not affected by system updates
- Ability to use configuration tools is controlled by access permissions by user or by role
- When creating new forms and new fields, should automatically generate in the data schema recognizable and reportable data element,
- When adding new data elements, the element type should adhere to all system standards, for example, types might include free text fields, single-select dictionaries, multiple-select dictionaries and lookup tables that include staff, clients, diagnosis and any other core existing data,
- New forms or reports configured by the organization can be published to contracting providers,
- Must enable end user device encryption,
- Data Warehouse: Ability to extract data to enterprise data warehouse established in Azure utilizing SQL Server and Power BI. will expect the same database and tools to be used for any enhancements. Enhancement may include creating the necessary extracts that will populate the Data Warehouse schema to meet any requested reporting needs going forward,
- Hosting: Saas where Contractor would host, maintain, and support the system,
- Auditing/Analytics: Include easy to view and create analytics dashboards, inclusive of data that is financial, clinical and social determinants of health (SDoH),
- Scheduling: includes adding, editing/modifying, and management of patient or group appointments, Schedule multiple appointment types (group, individual, new, established, recurring, etc.),
- Pre-Registration – basic functionality includes the ability to register (including insurance varication), obtain authorizations/referrals, and collect patient’s liability (financially clear) prior to service
- Referrals and Authorizations – basic functionality includes ability to input, manage, and correctly assign referral and authorizations to claims,
- Registration / Admission – basic functionality includes the ability to capture patient demographic and insurance information
- Charge Entry – basic functionality includes the ability to electronically enter charges into the EHR for billing and collection purposes,
- Charge Description Master (CDM) Management – basic functionality includes the ability to enter, modify, or delete items in the CDM,
- Coding / HIM – basic functionality includes the ability to enter codes (CPT, HCPCS, DSM-5) on patient’s accounts for purposes of billing and collections,
- Case Management –functionality includes ability to manage patient needs and coordinate care, transportation, other medical needs,
- Billing – basic functionality include ability to send paper and electronic claims to insurance companies,
- Payment Posting – basic functionality includes ability to post payments and adjustments to patient accounts,
- Contract Management – basic functionality includes the ability to load payer contracts into HER,
- Follow Up (Self-Pay and Insurance) – basic functionality includes the ability to identify accounts with outstanding balances (insurance or self-pay) for follow up,
- Statement Processing – basic functionality includes the ability to produce a patient statement itemizing charges, payments, and adjustment on their account.
(2) All the questions must be submitted no later than May 12, 2021.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
