[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide to obtain a web-based portal system for application to public universities. Board of Regents wants to simplify and accelerate the application process for high school students and others who seek admission to undergraduate programs at the seven public universities in Kansas.
Services to be provided:
- Develop, test and manage a web-based portal for use by Kansas high school students and their parents to voluntarily apply to multiple Kansas public universities via a single application process, as early as their freshman year in high school;
- In consultation with KBOR staff and university representatives, utilize best practices in developing, testing, and managing the portal including security of the website, the Structured Query Language (SQL) database, and the e-commerce system, including the selection of banking and credit card services for the payment and collection of KBOR approved portal registration fees;
- Adhere to all applicable KBOR, State of Kansas and federal Family Educational Rights and Privacy Act of 1974 (FERPA) requirements, including those related to Personally Identifiable Information (PII) security and confidentiality;
- Maintain adequate, as determined by KBOR, cyber security insurance at all times during the term of the Agreement;
- Enter into formal agreements with all participating unified school districts (“USDs”) and their respective student information system (“SIS”) vendors to create a file containing the admissions application data required by the universities that can be downloaded by Kansas high school students, their parents, or guardians using USD systems and uploaded to the portal, with confirmation provided to KBOR for each USD agreement;
- Obtain the required opt-in consent of high school students, their parents, or guardians who wish to participate to share their respective admissions application data with the universities via the portal;
- Develop, implement, manage and maintain all portal-related websites utilizing uniform resource locators (URLs) defined by KBOR;
- Update all portal-related websites and related components as reasonably required by KBOR;
- Manage ongoing relationships with all import and export data providers to the portal;
- Collaborate with KBOR, at KBOR’s request, to develop and implement an ongoing marketing program to support the adoption of the portal by Kansas high schools and the participating universities;
- Collect all portal registration fees in the amounts established or approved by KBOR, and provide monthly and annual reports to KBOR and the participating universities on the number of portal registrations and the fee revenue received;
- Remit a portion of portal fee revenue on a proportional basis to the participating universities quarterly, as negotiated with KBOR;
- Cooperate in any audits required by KBOR of the portal system and fee collection and remission;
- Not make any public comment or statement about the portal program without the prior written consent of KBOR, including in marketing its product to other states; and
- Retain all portal data and source code and provide an exclusive free license for use of the data and source code by KBOR.
(2) All question must be submitted no later than June 24, 2019.
(3) The contract term will be for five years.
